The Money Trail Raises Hard Questions

State records show Newsom directed more than $4.4 million in so-called “behested payments” to California Partners Project, a nonprofit founded by his wife, Jennifer Siebel Newsom.[1] These are donations made to charities at a politician’s request — often from companies or individuals with business before the state. Ethics watchdogs say this system lets officials reward donors while keeping the money technically legal.[5]

IRS filings show that Siebel Newsom’s other nonprofit, The Representation Project, paid her and her for-profit production company, Girls Club LLC, more than $3.7 million over the past decade.[2] She also received a $150,000 annual salary and a separate $150,000 production payment from the nonprofit — all disclosed in public filings. No charges have been filed, and no wrongdoing has been proven.

A Fine, a Probe, and a Fundraising Pitch

California’s Fair Political Practices Commission fined Newsom $13,000 for failing to report more than $14.3 million in behested payments between 2019 and 2024.[2] The fine was for late disclosure, not fraud. Still, the pattern raised enough red flags that federal investigators in Sacramento opened a tax-related inquiry in 2022, triggered by whistleblower complaints from someone inside Siebel Newsom’s charitable organizations.[4]

Rather than stay quiet, Newsom went public. He accused President Trump of ordering the investigation for political reasons and used that message to raise money. Reports show his war chest has grown to $14.5 million. But CNN, Semafor, and Axios all checked his claim and found the probe started in Sacramento through normal law enforcement channels — not from the White House.[2]

Both Sides Have Something to Answer For

Newsom’s former chief of staff, Dana Williamson, pleaded guilty to campaign finance fraud. Her attorney stated she had no evidence of wrongdoing by the governor.[10] Newsom also filed a Freedom of Information Act request demanding internal Department of Justice emails and messages to prove political targeting.[11] So far, no document has surfaced showing Trump personally ordered the probe.

At the same time, the broader pattern here isn’t unique to Newsom. A Brennan Center for Justice report found that at least two presidents, seven governors, and several mayors from both parties have used officeholder-linked nonprofits to raise unlimited, often anonymous funds — with donors who frequently have business interests the official can influence.[16] This is a systemic problem that crosses party lines, and voters on both the left and right should be asking why these loopholes still exist. The real scandal may not be Newsom alone — it may be a system that lets any politician play this game.
